School desk and chair cartons loaded into a 40-foot container for a Ghana senior high school furniture project

School Furniture Project Case in Ghana: A 1,200-Place Senior High School Package

Ghana has added senior secondary places faster than it has fitted out classrooms. The World Bank-financed Secondary Education Improvement Project upgraded low-performing schools in underserved districts, and the 2026 STARR-J operation added US$300 million to the same agenda. This case profile documents a 1,200-place senior high school furniture package for sites in Greater Accra, Ashanti and the Northern Region: the specification, the container plan through Tema, the clearing paperwork and acceptance criteria.

Project Brief: 1,200 Places Across Three Regions

The brief set 24 stream classrooms at 50 learners each, fixing the core demand at 1,200 single student desk and chair sets. Around it sat 40 teacher desks and chairs, eight science laboratory benches with reagent shelving, 60 library reading places and 400 assembly hall seats that double as examination seating. With three regions involved, the bill of quantities was written by block, so a Kumasi shortfall could be covered from the shipment that served Tamale. The budget was approved in Ghanaian cedi (GHS) and released against delivery milestones, so flat-packed furniture, assembly labour and inland transport appeared as separate line items instead of one landed unit price. Three documents anchored the specification: the Free Compulsory Universal Basic Education framework published by the Ghana Ministry of Education, the Ghana Education Service room schedules, and the inclusive-education benchmarks on the UNICEF Ghana education page.

Why Ghana’s Climate Rewrote the Specification

Ghana is three climates in one country, and the specification was revised twice. Accra, Tema and Takoradi sit in humid coastal air carrying salt, so every steel frame is powder coated to at least 60 microns over phosphated steel and all fixings are stainless; an unprotected tube pits within two rainy seasons. Tamale and the northern belt bring the harmattan, a dry dust-laden wind from November to March that fills runners and seat shells with abrasive grit, so runners are sealed, tube ends capped and shells are UV-stabilised polypropylene rather than brittle recycled plastic. Termites are the largest single threat to timber nationwide: no untreated wood touches the floor, and legs are either kiln-dried hardwood held at 8 to 12 per cent moisture content or steel. Humidity forced one further decision, because every MDF panel is edge-banded and sealed on all six faces — a desk that swells at the edges in Accra is a desk that fails in year two.

The Furniture Package and the Container Plan for Tema

A flat-packed single desk and chair set occupies roughly 0.15 cubic metres, so a 40-foot high-cube container carries about 450 sets once cartons and gaps are allowed for. The 1,200 places therefore filled three high-cube containers, and the teacher desks, laboratory benches, library tables and assembly seating were consolidated into a fourth, part-loaded container with the spare-parts allowance. The loading plan was fixed before production: every carton carries a block code, a room code and a kit list, so teams open cartons by classroom, not by product type. This package used the single student desk and chair from our classroom range, and the mixed-loading logic is covered in our flat-pack shipping guide. Sailing from South China to Tema runs 30 to 38 days.

Clearing, Duty and the Procurement Paper Trail

The order was bought FOB South China, which keeps factory and freight prices separate. The importer of record clears at Tema and pays duty and VAT through the Ghana Revenue Authority, so the HS classification is agreed with the broker before production. Public purchases fall under the Public Procurement Act, 2003 (Act 663) as amended by Act 914 of 2016, and procurement plans and awards are published on GHANEPS; a supplier without a Public Procurement Authority registration cannot be awarded a government contract. The document set was assembled before the deposit: commercial invoice, packing list, bill of lading, certificate of origin and model-specific strength and stability reports. Third-party pre-shipment inspection was a condition of the balance payment. Donor-financed components carry disbursement-linked verification, so the file the school receives is the file an auditor reads, and our bill of quantities guide shows how to write those line items.

Installation, Handover and Acceptance Testing

Installation ran block by block over twelve working days, with two-person teams working from the factory carton sequence. Every frame bolt was torque-checked and paint-marked, laboratory benches were anchored to floor and wall, and each chair shell was inspected for moulding flash before it entered a classroom. The snag list stayed open for seven days after the last block, and the school signed off against the bill of quantities rather than a delivery note. Two contract terms mattered more than any other: a spare-parts allowance of five per cent of high-wear items shipped inside the original container, and a 60-month structural warranty whose remedy is replacement parts rather than a refund. Coating thickness and timber moisture content were printed on the packing list, so the school could verify materials on arrival. Assembly seating followed fixed row spacing, the same principle covered in our exam hall furniture guide for Ghana.

Cost Per Learner Place and What the School Measures

Acceptance criteria were measurable: annual chair shell damage below two per cent, zero structural failures on laboratory benches, and no full repaint before four years. The maintenance ledger is kept in cedis per learner place per year, the only figure a committee can compare across years. Untreated timber desks bought locally can be replaced twice within the working life of one properly specified flat-packed set, and each replacement carries its own transport and assembly cost. Imported flat-packed furniture costs more up front, but cost per learner-place-year falls below the replacement cycle once spares arrive inside the original container. Class size multiplies every failure, so our container loading calculation guide treats spares as a design input.

Send us your bill of quantities, target regions and intake date and we will return a container loading plan and an FOB quotation.
