What Certificates Do School Desks Need for Export to the EU? A 2026 Buyer’s Checklist

Four documents decide whether a container of school desks can be placed on the EU market, and none of them is a “certificate” in the sense most buyers expect: EN 1729 test reports, a REACH Entry 77 formaldehyde chamber report, EUDR due-diligence data for the timber, and ISPM 15 marks on the crates. Here is what each one proves, and how buyers in Lagos, Accra, Nairobi and Douala can use the same list in their own tenders.

No, There Is No Single “School Desk Certificate” for the EU

Furniture has no product-specific CE-marking directive, so a desk does not carry a CE mark the way a helmet does. What applies is the General Product Safety Regulation (EU) 2023/988, in force since 13 December 2024: a risk assessment, a technical file, traceability, and an EU-established operator accountable for the product. The factory supplies test reports and a declaration of conformity; the importer holds the file.

Most first shipments fail here. A report naming “school desk, model A” does not cover model B, and a domestic table test does not satisfy an education buyer. An ISO 9001 certificate describes a management system, not a desk, and it is not a conformity document. Ask for the exact model, size mark, standard revision and accredited laboratory, and remember that a new board supplier or coating is a new product. Our guide to choosing a school furniture factory in China lists the audit questions that expose the gap.

EN 1729-1 and EN 1729-2: The Reports That Decide the Tender

EN 1729 comes in two parts. EN 1729-1:2015 fixes functional dimensions — seat height, depth, backrest position, armrest height, seat-to-back angle — and classifies furniture into size marks 0 to 7, each colour-coded. Marks 3 to 7 are measured with a school chair measuring device, and the smallest dimension found sets the class.

EN 1729-2:2023 covers safety, stability, strength and durability. The 2023 revision extended scope to early-years settings and added durability requirements for single-column chairs, a corner stability test and clarified loading points; chairs are rated for users up to 110 kg.

A tender ordering one size for a whole school is non-compliant before production starts: junior secondary needs mark 5 or 6, primary mark 3 or 4, early years mark 1 or 2, and the colour-coded labels let inspectors verify the mix on site. Check the single student desk and chair specification against the grade mix you are furnishing.

Formaldehyde: The August 2026 Rule That Retires Old E1 Certificates

Regulation (EU) 2023/1464 added formaldehyde to Annex XVII of REACH as Entry 77. Since 6 August 2026, furniture and wood-based articles must emit no more than 0.062 mg/m³ under the Appendix 14 chamber conditions; other articles are limited to 0.080 mg/m³. This tests the finished article, not the board, so an E1 certificate no longer proves compliance.

The route is a chamber test to EN 717-1, closest to the Appendix 14 reference conditions, or EN 16516 and EN ISO 16000-9 with a validated correlation where results exceed the limit. A test can run 28 days, so book it before production. Representative testing across a product family is allowed where materials, construction and finish genuinely match.

Climate matters too: a container at Apapa or a store in Mombasa at 80 percent relative humidity runs hotter than the 23°C chamber, and emission rises with temperature while unsealed edges absorb moisture. Specify low-emission board, sealed edges and water-based adhesives, and put the report number in the order.

Timber Legality and Crating: EUDR and ISPM 15

The EU Deforestation Regulation (EU) 2023/1115 replaces the EU Timber Regulation and covers wooden furniture. Large and medium operators comply from 30 December 2026, micro and small operators from 30 June 2027. The obligation is a due diligence statement backed by harvest geolocation, species, quantity and supplier chain; certification schemes help with risk but do not replace it. Ask for coordinates at quotation stage — “mixed hardwood, no data” is a problem sanding will not fix.

ISPM 15 covers solid wood packaging thicker than 6 mm: crates, pallets and dunnage must be debarked, heat-treated to a 56°C core for 30 minutes or fumigated to the prescribed schedule, then IPPC-stamped. In termite zones untreated crates are both a phytosanitary risk and an infestation risk in the school store. Plywood cases fall outside the requirement, and the obligation follows the product rather than the shipping term, so keep the statement with the commercial invoice and the buyer’s file.

The Document Pack to Write Into the Purchase Order

DocumentIssued byWhat to verify
EN 1729-1 and EN 1729-2 reportAccredited laboratoryExact model, size mark, 110 kg rating, current revision
REACH Entry 77 chamber reportAccredited laboratoryEN 717-1 method, result at or below 0.062 mg/m³, board and finish named
Declaration of conformity and technical fileManufacturer, held by EU importerEU responsible operator named, model list matches the invoice
EUDR due diligence statementEU operator, fed by the factoryHarvest geolocation, species, quantity, supplier chain
ISPM 15 mark and coating reportTreatment provider and laboratoryIPPC stamp on every crate, salt-spray hours, coating thickness

The check is mechanical: the model number on the report must match the invoice, the standard revision must be current, and the laboratory must be accredited for that test. Where one of the five is missing, treat it as a price rather than an oversight and release the balance against the inspection report. Buyers shipping under import terms for African markets should also confirm who holds the technical file after arrival.

Using EU Standards in African Tenders Without Paying for Waste

These five documents are the cheapest quality specification for a buyer in Nigeria, Ghana or Kenya, because they turn “strong” and “durable” into measurable limits. Write them into the bill of quantities: size marks per grade, 0.062 mg/m³ formaldehyde, EN 1729-2 strength, ISPM 15 crates, a coating report. Price in dollars or euros FOB; keep clearance in naira, cedis or shillings.

Chamber testing takes up to 28 days, so a tender closing in six weeks cannot include a new board. Testing is charged per model family, not per desk, so three sizes from one construction cost far less than three unrelated ranges. World Bank, UNICEF Supply Division and UNDP tenders require documentation that reconciles with the packing list, and UNICEF’s school furniture procurement guidelines name missing specifications as a recurring failure.

For halls, the same logic applies to contract seating. Send your grade mix, port and tender documents for a size-mark schedule and test pack. Start from our school furniture range, review auditorium seating, and read the procurement FAQ.
