How to Write a School Furniture Bill of Quantities That Survives Tender Review

A school furniture tender rarely fails on price. It fails on ambiguity. When a bill of quantities asks for 500 “student desks” without a size band, a frame thickness, a coating system, a packing method or a test report, every bidder prices a different product and the cheapest quotation wins by default. Committees in Lagos, Nairobi, Accra and Dar es Salaam then spend a year explaining why half the delivery needs re-welding. This guide shows how to write a document that forces every supplier onto one specification. Our school furniture procurement FAQ covers the commercial questions; this article covers the document itself.

Begin With Classrooms and Age Bands, Not With a Catalogue

Quantities should come from a room schedule, not a supplier’s stock list. Count teaching spaces and record the age band each room serves, because a primary classroom and a senior secondary classroom cannot share one line item. A density of about 1.1 to 1.3 square metres per learner yields 40 to 48 single desk-and-chair sets in a standard 8 by 9 metre classroom once the teaching wall and circulation are deducted. Multiply by the number of rooms, then add a spare allowance: 3 per cent for a single school, 5 per cent for a multi-site programme where breakage clusters in boarding houses and examination halls. A 12-classroom junior secondary block therefore needs 540 sets plus 16 spares, not a round 500, and the annex should show both numbers. Write the derivation into an annex; a bidder who can see how the number was built stops treating quantity as a negotiation.

Pin Down Dimensions and Test Methods Before Naming a Model

Size is where most specifications collapse. State the age band, seat height and table height in millimetres, and require a dimensioned drawing with a stated tolerance, typically plus or minus 5 millimetres. Reference the EN 1729 size marks widely accepted in African tenders, but do not stop at the standard number: require the test report to name the model code, laboratory and test date, and require the drawing to carry the same code. Ask for a pre-production sample from the actual line, not a showroom unit, and make written sample approval a condition of mass production. This clause removes the most common post-award dispute: a chair that meets the standard in general but not the seat height the classroom was designed around. For adjustable models, specify the adjustment range in millimetres, not merely the fact that adjustment exists. Keep photographs of the approved sample, marked with its model code and date, with the contract.

Write Material Clauses Around the Climate the Furniture Will Live In

Material clauses copied from a European catalogue fail in the first rainy season. Coastal cities such as Lagos, Mombasa and Dar es Salaam expose steel to salt-laden air, so specify powder coating of at least 60 microns over phosphated steel, or hot-dip galvanising for frames stored outdoors on site. Inland dry-season conditions, including the Harmattan months in Kano, drive abrasive dust into open tube ends, so require capped tube ends and sealed drawer runners. Termite pressure in the inland savannah makes solid wood legs a liability unless the timber is kiln dried to 8 to 12 per cent moisture content; moving load-bearing parts to steel or plywood is often cheaper. In the cyclone belt around Beira, wind-driven rain and vibration argue for stainless fixings, anchoring points and a stated installation method. Print coating thickness and timber moisture content on the packing list so inspection can verify the claim on arrival.

Convert the Spec Into a Priced BOQ Table

A BOQ works only when each row can be priced without interpretation. Keep the description factual, put performance requirements in a separate column, and never merge two products into one line.

ItemDescriptionPerformance requirementQtyUnit

3Lecture hall chair with writing tabletFold-away tablet, floor-fixed option, 5-year warranty240unit
4Spare parts packageGlides, screws, touch-up paint at 3 per cent of units1lot

State one currency for pricing and one conversion rule, whether naira, Kenyan or Tanzanian shilling, or cedi, against the US dollar. Give inland delivery, installation and spare parts their own rows; a single delivered price hides the cost that decides whether the programme reaches the last school.

Set Inspection, Packing and Payment Terms Before You Compare Prices

Price comparison is meaningless without a shared inspection standard. Name the sampling basis, the inspection body where the order value justifies one, and the exact point at which the buyer may reject an entire batch, and the remedy that follows. Require a container loading plan as a signed annex, since volume drives cost in this category and a vague plan is how buyers pay for air, as explained in our guide to container loading for student desks and chairs. Specify flat-packed or pre-assembled delivery per line item rather than leaving it open; the trade-offs are set out in our flat-pack versus pre-assembled comparison. Payment terms of 30 per cent deposit and 70 per cent against the bill of lading are standard in the region, and a 3 to 5 per cent spare-parts allowance shipped in the same container costs less than later air freight.

Match the Document to the Funding Source That Pays for It

The document must satisfy the rules of whoever releases the money. In Nigeria, federal basic education funding flows through the Universal Basic Education Commission under the Universal Basic Education Act. In Kenya, spending under the Basic Education Act 2013 is planned around schools implementing the Competency-Based Curriculum, which changes classroom layouts and desk counts. Ghana’s Free Senior High School policy drives recurrent replacement across Common Core Programme schools, while Tanzania’s fee-free basic education policy keeps pressure on primary enrolment. Donor tenders add a layer: registration documents, audited accounts, ISO 9001 and model-specific test reports, published through the UN Global Marketplace, UNDP notices or the World Bank’s STEP system. The UNICEF school furniture design and procurement guidelines remain the most useful reference for specification language a government panel will accept, and the World Bank education programme sets the reporting expectations behind most funded school infrastructure projects.

Send your room schedule, target cities and intake date, and we will return a dimensioned specification, a loading plan and a quotation against your own BOQ. Start from our school furniture range, or review the single student desk and chair, the height adjustable student desk and our auditorium and lecture hall seating in Nigeria.
